Intent to Sole Source - PH Tools, LLC - Special Notice/Pre-Solicitation

The Norfolk Naval Shipyard (NNSY) intends to solicit, negotiate, and award a sole source Firm Fixed Price (FFP) Contract to PH Tools, LLC to perform micro-drilling services for five Government-furnished c-canopy seal weld test props. The test props will be used to certify C139 nuclear liquid penetrant inspectors to perform production work on naval assets. The contractor must manufacture test-prop c-canopies in accordance with NSTR-99 Qualification Examination Requirements for Nondestructive Test Personnel. The work will be performed at the contractor's facilities, and the test props will be shipped to NNSY. Key points of the job include: • Micro-drilling services for five c-canopy seal weld test props • Test props must be manufactured in accordance with NSTR-99 Qualification Examination Requirements for Nondestructive Test Personnel • The contractor will create an AutoCAD or similar answer key and blank answer key for each test prop • The work will be performed at the contractor's facilities • The test props will be shipped to NNSY by June/July 2026
