INTENT TO SOLE SOURCE Postage for Meter

The Indian Health Service (IHS) is seeking a contractor to provide a Pitney Bowes SendPro MailCenter 2000 postage meter, or an equivalent brand. The rental or lease of the equipment should include maintenance, replacement parts, software, USPS rates updates, delivery, installation, and training. The equipment must be new, not remanufactured or from the "gray market", and must meet certain specifications such as being USPS IMI and IMpB-compliant, having automatic feed for mixed envelope sizes and thickness, and having a dynamic weighing platform. The contractor will also be required to provide training to the FPSU staff and transfer current postage from the current machine to the new one. • The equipment must be able to generate IMpB-compliant shipping labels for USPS enhanced tracking and postage discounts. • The equipment must have a shape-based pricing scale capable of performing postage cost calculations. • The equipment must have a 15-inch color touch screen user monitor interface. • The equipment must have a high-speed internet connection. • The equipment must have domestic postage ability. • The equipment must be able to track and generate postage and shipping usage reports. • The contractor must provide training and transfer of current postage from the current machine to the new machine.
