Description
The Colorado Office of the State Auditor is seeking a qualified firm to conduct a performance audit or evaluation of the Department of Personnel & Administration's Fiscal Year 2026-27 Quadrennial Total Compensation Report. The audit/evaluation will assess the survey approach, conclusions, and recommendations in the report for reasonableness and consistency with sound professional practice. The selected firm will be responsible for planning and conducting the audit/evaluation, developing complete written findings, and presenting the report to the Legislative Audit Committee.
• The audit/evaluation objectives include reviewing the study's procedures and data, assessing the steps used to collect and age survey data, and evaluating the conclusions and recommendations.
• The selected firm will be required to conduct the audit/evaluation in accordance with generally accepted government auditing standards.
• The project is expected to commence in March 2026 and be completed by August 2026.
• The OSA will provide guidance and feedback throughout the project.
• The selected firm will be required to submit a detailed proposed schedule and budget as part of their proposal.
• The OSA reserves the right to accept or reject any or all bids received as a result of this RFP.
