Standing Announcement for Residential (Long Term Foster Care) Services for Unaccompanied Alien Children

The Office of Refugee Resettlement/Division of Unaccompanied Children's Operation (ORR/DUCO) is seeking long-term foster care providers to care for unaccompanied alien children (UAC) in ORR custody. The providers must be licensed in the state in which they are located to provide foster care services and meet the needs of UAC by providing quality care in a community setting. The services provided will include temporary shelter care and other child welfare-related services. • The opportunity is open to various types of entities, including nonprofits, state and local governments, and private institutions of higher education. • The estimated funding for the opportunity is $50,000,000, with an award ceiling of $10,000,000 and an award floor of $500,000. • The project start date is estimated to be July 1, 2020. • The opportunity is for a discretionary grant, and the applicants must comply with the Flores v. Reno settlement agreement, the Perez-Olano Settlement Agreement, and other regulations and laws.
