Description

DeKalb County is seeking a qualified contractor to design, manage, and deliver an aquatic fitness program for senior adults at the Lou Walker Senior Center. The contractor will provide certified water‑fitness instructors, lifeguards, program scheduling, participant assessments, safety inspections, record‑keeping, attendance tracking, quarterly reporting, and administrative coordination with senior‑center staff. Services must be delivered five days per week, 8:30 am‑5:00 pm, with 20‑25 classes weekly, each 45‑50 minutes, for up to 20 participants per session. The contract is a three‑year multiyear agreement, with the possibility of extension, and requires compliance with county health and safety standards, background‑screening policies, and local small‑business ordinances. • Design and deliver senior‑focused aquatic exercise classes (water aerobics, balance, flexibility, arthritis‑friendly). • Provide certified instructors, lifeguards, CPR/AED‑trained staff, and substitute personnel as needed. • Maintain instructor‑to‑participant ratio of 1:15 (max 20 participants). • Conduct pre‑class safety inspections, incident reporting, and quarterly performance reports. • Coordinate scheduling with senior‑center staff; operate five days per week, 8:30 am‑5:00 pm. • Manage participant registration, assessments, satisfaction surveys, and record‑keeping. • Ensure compliance with DeKalb County health standards and third‑party background screening.

Budget estimate

$150,000 – $300,000

The RFP does not disclose a contract value. Based on the scope—20‑25 classes per week, certified instructors, lifeguards, administrative support, and reporting—similar municipal aquatic‑program contracts range from $150,000 to $300,000 per year, depending on staffing levels, hourly rates, and overhead. Over a three‑year term, total potential earnings could be $450,000‑$900,000. Factors influencing the final amount include the number of classes actually delivered, local wage rates for certified instructors/lifeguards, and any additional equipment or supply costs the contractor must absorb.
