Underwriter Services (Land Secured)

The City of Chula Vista is seeking a qualified firm or individual to provide professional underwriter services for Community Facilities District (CFD) and other land‑secured financing transactions. The consultant will act as a key member of the financing team, delivering market analysis, transaction structuring, investor outreach, bond marketing, underwriting, and closing support for both tax‑exempt and taxable CFD projects, including Citrus Bay, Moss Street, and future Village 8 East districts. The engagement is initially for a twelve‑month term with up to four additional one‑year renewal options. • Provide strategic advisory on transaction timing, sizing, and credit‑enhancement options. • Prepare and review financing documents, conduct due‑diligence, and ensure compliance with securities regulations. • Lead rating‑agency and investor presentations, market the bonds, underwrite at competitive yields, and coordinate closing activities. • Deliver post‑sale analysis and ongoing CFD‑specific credit reviews, including refunding opportunities. • Maintain required insurance, bonding, and indemnification per City standards.
