Description
Gwinnett County is seeking a vendor to design, host, and manage a comprehensive short‑term‑rental (STR) licensing portal and monitoring system on a multi‑year basis. The contractor will provide end‑to‑end licensing administration—including application review, fee processing, issuance, renewal reminders, and customer support—via a secure, 24/7 SaaS portal that meets PCI‑DSS and SOC 2 Type II standards. In addition, the vendor must deliver STR monitoring tools that scrape major platforms, conduct owner outreach, and generate an interactive GIS map of licensed and unlicensed properties. Monthly analytical reports covering applications, revenues, compliance, and upcoming expirations are also required. The County expects the solution to integrate with Active Directory, support MFA/SSO, maintain audit logs, and uphold strict confidentiality, integrity, and availability ratings.
• Build and maintain a fully hosted web portal for STR license applications, renewals, payments, and reporting, with branding and accessibility compliance.
• Develop monitoring and GIS mapping tools to identify STRs, verify licensing status, and provide County staff with an interactive map.
• Provide 8 am‑5 pm phone/email support, meet response‑time SLAs, and deliver monthly performance and revenue reports.
• Meet extensive security requirements (AD authentication, MFA, SOC 2 Type II, encryption, audit‑log streaming) and maintain required insurance coverages.
• Offer a flat‑fee per license/renewal for each of the five contract years; the contract runs through Dec 31 2026 with automatic annual renewals up to five years.
