Request for Information - Facility Conditions Index System

The County of San Mateo’s Department of Public Works is seeking market research from vendors capable of updating and expanding its Facility Condition Index System (FCIS). The effort will involve a comprehensive Facility Condition Assessment of up to 100 facilities (≈75 sites, 4.5 million sq ft), migration and integration of asset data into the existing IBM Maximo SaaS CMMS, and delivery of a hosted software platform that supports asset management planning, lifecycle cost analysis, risk matrices, funding analysis, and a 5‑year capital facilities program. The selected vendor will provide software licensing, data migration, on‑site assessments, training for multiple user roles, and ongoing support. No contract will be awarded from this RFI; responses will inform a future RFP. • Scope includes ASTM E2018‑24 compliant condition assessments and Uniformat II classification. • Required deliverables: software platform, data migration, integration with Maximo, training, and a 5‑year capital planning tool. • Up to 100 facilities across 75 sites (~4.5 M sf) will be assessed. • Vendor must have ≥5 years experience delivering FCIS or similar solutions to government entities. • Submission deadline: 5 PM, September 9 2026 via the County’s e‑procurement portal.
