Description
The City of Laguna Beach is seeking a qualified GIS consulting firm to deliver ongoing GIS professional support and maintenance across all city departments for an initial one‑year term, with up to three one‑year renewal options. The scope covers general GIS support, data stewardship, address reconciliation between CAD and Tyler EPL, integration assistance for GIS‑dependent systems (including the Octave OnCall Dispatch public‑safety CAD, asset management, and document management), ArcGIS Enterprise administration, cybersecurity, and WebGIS application development. Vendors must propose staffing, response‑time targets, and a detailed approach for each task area, and submit both a technical response and a separate cost proposal through PlanetBids.
• Provide day‑to‑day GIS request handling, spatial analysis, map production, and data layer maintenance (~930 hrs/yr).
• Reconcile address data between the city’s CAD and Tyler EPL, develop rollback/testing plans, and support public‑safety CAD integration.
• Administer, upgrade, and secure the ArcGIS Enterprise platform, including backups, performance tuning, and cybersecurity assessments.
• Develop and maintain WebGIS and field‑mapping applications, and deliver program‑management reporting and regular status meetings.
