Description

The NOAA Southeast Fisheries Science Center (SEFSC) in Galveston, Texas is seeking a small‑business contractor to provide comprehensive inspection, testing, monitoring, corrective repair, and maintenance services for the automatic fire‑sprinkler systems in Buildings 302 and 306. The effort is structured as a base year with up to four one‑year option years, each on a firm‑fixed‑price, all‑or‑none basis. The contractor must perform routine NFPA‑25 inspections (monthly, quarterly, annual, and every‑5‑year internal pipe inspections), respond to deficiencies, and handle any required system flushing or obstruction investigations. While a site visit is strongly encouraged, it is not mandatory. Quotes must be submitted electronically by the deadline, and the award will be made to the lowest technically acceptable offer. • Location: NOAA Galveston Laboratory, 4700 Avenue U, Galveston, TX 77551 • Scope: Inspection, testing, monitoring, deficiency correction, repairs, internal pipe/video‑camera inspections, system flushing, and documentation for fire‑sprinkler systems (wet & dry) in two buildings • Period of Performance: Base year 09/24/2026‑09/23/2027 plus up to four optional one‑year extensions ending 09/23/2031 (maximum 5 years) • Contract Type: Small‑business set‑aside RFQ, low‑price technically acceptable, firm‑fixed‑price, all‑or‑none • Submission Deadline: 3:00 PM EDT, 09/14/2026 (electronic email to [email protected]) • NAICS: 541350 (Building Inspection Services) • Estimated Value: Likely in the low‑to‑mid six‑figure range per year (see payout estimate) • Mandatory Requirements: Active SAM registration; no mandatory pre‑bid meeting; site visit recommended but not required.

Budget estimate

$300,000 – $1,500,000

The solicitation does not disclose the contract ceiling, but typical small‑business set‑aside contracts for fire‑sprinkler inspection/maintenance at a federal research facility range from a few hundred thousand dollars to around $1‑2 million over the base year. Considering the extensive monthly, quarterly, and annual testing requirements, internal video‑camera inspections, and the need for corrective repairs, a reasonable estimate is $300,000‑$1,500,000 total for the base year, with similar amounts for each optional year. The final budget will depend on the actual scope of repairs discovered during inspections.
