Description

Education Plus is issuing an RFP to establish one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for disaster‑recovery advisory services. The work includes FEMA Public Assistance technical assistance, grant management, insurance recovery consulting, debris monitoring, infrastructure restoration oversight, temporary‑facility advisory, crisis communications, long‑range recovery planning, and pre‑disaster preparedness support. Vendors must demonstrate experience with public‑agency disaster recovery, FEMA compliance, and grant administration. Pricing must be transparent, not‑to‑exceed, and may be structured as hourly, fixed‑fee, or percentage‑based rates. The contract will be open to eligible school districts, municipalities, counties and other public entities across Missouri (and possibly other states). No minimum purchase volume is guaranteed; usage will depend on disaster events and agency needs. • IDIQ contract – no guaranteed quantity, flexible scope • Services: FEMA PA assistance, grant compliance, insurance recovery, debris, infrastructure, temporary facilities, communications, planning, training • Target customers: K‑12 districts, post‑secondary institutions, municipalities, counties, other public agencies • Pricing: hourly, fixed‑fee, or %‑based; not‑to‑exceed, U.S. dollars • Contract term: indefinite delivery, duration not specified • Submission deadline: Sep 8 2026 • Primary contact: Mike Havener (314) 692‑1209, [email protected]

Budget estimate

$500,000 – $5,000,000

The RFP does not disclose a total contract ceiling. IDIQ contracts for disaster‑recovery consulting typically range from a few hundred thousand dollars for smaller regional programs to several million dollars for statewide, multi‑year engagements. Assuming a not‑to‑exceed ceiling that reflects the broad service categories and the potential for multiple disaster events, a reasonable estimate is $0.5 M to $5 M over the life of the contract. The low end accounts for limited usage in a single year; the high end assumes extensive multi‑year deployments across many agencies.
