Corporate Average Fuel Economy Management Suite (CAFE) Database

The National Highway Traffic Safety Administration (NHTSA) is seeking capability statements from qualified small businesses to provide a modernized, cloud-native application and a secure web-based interface for the Corporate Average Fuel Economy (CAFE) database. The CAFE database is used to track fuel economy data for light-duty and medium-duty/heavy-duty vehicles. The contractor will be responsible for designing, developing, and implementing the CAFE database platform, as well as providing operations and maintenance support. The key objectives of the project include modernizing data ingestion, automating regulatory workflows, ensuring data integrity, enhancing transparency, and maintaining high availability. • The contractor will be required to provide a secure web-based interface for original equipment manufacturers (OEMs) to submit fuel economy data. • The contractor will be required to automate regulatory workflows, including 90-day end-of-year reporting and credit value reporting. • The contractor will be required to ensure data integrity by strictly segregating and protecting confidential business information. • The contractor will be required to enhance transparency by expanding business intelligence reporting and automated data extractions. • The contractor will be required to maintain high availability by ensuring 99.9% uptime and providing robust operations and maintenance support.
