Description
The Western Tidewater Regional Jail is seeking qualified Energy Service Companies (ESCOs) to propose an energy performance project aimed at improving energy efficiency and reducing operational costs at the jail facility. The scope includes an energy audit, design, implementation, financing, and ongoing performance monitoring. Successful bidders will deliver a turnkey solution that meets the performance criteria outlined in the RFP.
• Conduct a comprehensive energy audit of the jail’s utilities and equipment.
• Design and implement energy‑saving measures (lighting retrofits, HVAC upgrades, controls, etc.).
• Provide financing options and guarantee energy savings as per contract terms.
• Supply ongoing measurement and verification services to ensure target performance is achieved.
