The Veterans Health Administration (VHA) is seeking a firm‑fixed‑price contract to provide a nationwide, web‑based subscription to the Joanna Briggs Institute (JBI) Evidence‑Based Practice (EBP) database. The subscription must be accessible to all VHA facilities (153 medical centers) via IP‑based authentication and Athens VPN, require no individual usernames/passwords, support 508 compliance, and be usable on standard browsers and mobile devices. The contractor will be responsible for system uptime, technical support, content updates, usage statistics, and compliance with accessibility standards. The base period is one year with four optional one‑year extensions, and the contract will cover unlimited simultaneous users.
