D--Notice of Intent to issue a sole source award to Oil Price Information Service,

The U.S. Department of Energy (EIA), Energy Information Administration (EIA), intends to issue a sole source award to Oil Price Information Service, LLC (OPIS) for data subscription services and reports. The required data products include PADD 5 Historical Study, Weekly Ongoing Report for All PADDs, and Average Regular Unleaded Price Monthly. The contractor must be able to deliver these products at the specificity and coverage required by the EIA. • The contractor must maintain a proprietary database of retail and wholesale fuel pricing in the United States. • The contractor must be able to provide station-level pricing data segmented by PADD region, RFG mandate status, and branded/unbranded classification at the granularity required by the EIA. • The contractor must be the sole commercial provider capable of delivering the required data products. • The anticipated period of performance is for one base year and five, one-year option periods.
