Description
The State of Delaware seeks a qualified consulting firm to conduct a comprehensive review of the Delaware Public Service Commission’s (PSC) organizational structure, staffing model, and strategic role. The study must evaluate commissioner composition, staff organization, AI‑enabled productivity improvements, and inter‑agency coordination, culminating in a detailed final report with actionable recommendations.
• Analyze current PSC commissioner and staff structures, compare with best‑practice models, and propose redesign options.
• Assess potential AI applications to enhance productivity of commissioners and staff.
• Conduct stakeholder interviews across the Secretary of State’s office, PSC, Public Advocate, State Energy Office, regulated utilities, and legislative staff.
• Deliver a single comprehensive report (no page limit) and present findings to senior state officials.
• Contract term is one year with an optional one‑year extension; all work must be completed within the award year.
