Description

The Advanced Research Projects Agency for Health (ARPA‑H) is seeking innovative, home‑based, closed‑loop sleep‑health technologies that can objectively measure sleep microstructures, diagnose insomnia, and deliver real‑time, non‑invasive interventions. The solicitation is structured as an Innovative Solutions Opening (ISO) with two Technical Areas: (1) Measure & Diagnose – develop wearable or near‑able devices that capture clinically‑grade sleep signals and provide diagnostic outputs; (2) Control & Treat – create closed‑loop neuromodulation systems that adapt interventions during sleep. Proposers may submit to one Technical Area or an integrated approach covering both. Funding will be provided via an Other Transaction (OT) agreement, with quarterly milestone payments and a multi‑phase schedule extending up to roughly 66 months. Key milestones include IRB approval, in‑home technology demonstrations, FDA CDRH submission, and health‑outcome validation. The program emphasizes cost‑share, commercialization pathways, and alignment with a shared data‑modeling ecosystem. • Target problem: 150 M Americans with poor sleep; current tools lack micro‑structural fidelity and real‑time treatment. • Technical Area 1 (TA1): in‑home hardware/software, clinic‑to‑home translation, mechanistic insomnia sub‑type classification, diagnostic/health‑risk prediction, human‑factors testing, ecosystem integration. • Technical Area 2 (TA2): real‑time neuromodulation (acoustic, electrical, haptic, etc.), multi‑microstructure targeting, mechanism‑informed treatment, personalization, safety, IRB‑approved human studies, FDA strategy. • Funding instrument: Other Transaction (OT) with milestone‑based payments; solution summary due Aug 12 2026, full proposal due Oct 13 2026. • Eligibility: U.S.‑based commercial, academic, or nonprofit entities (no federal primes). • Required deliverables: solution summary (6‑8 pages), full proposal (technical, cost, HSR, team, commercialization), optional in‑person pitch. • Proposers’ Day: July 13 2026 (informational, not mandatory).

Budget estimate

$5,000,000 – $20,000,000

ARPA‑H’s Other Transaction awards for high‑risk, high‑impact health‑technology programs typically range from a few million to tens of millions of dollars, depending on scope and phase. This solicitation targets multi‑year development of both hardware and software, clinical validation, and FDA‑level activities, suggesting a substantial budget. A reasonable ballpark is $5 M for a narrowly scoped TA1 or TA2 effort up to $20 M for an integrated, end‑to‑end solution covering both technical areas, inclusive of milestone payments, cost‑share requirements, and commercialization support. Factors influencing the final amount include the number of technical areas pursued, the breadth of human‑subject studies, and the level of required regulatory work.
