The U.S. Immigration and Customs Enforcement (ICE) is seeking a qualified contractor to design, construct, staff, operate, and maintain turnkey detention facilities in four locations (Denver, CO; Miami, FL; Philadelphia, PA; Seattle, WA). The award will be a series of single‑award IDIQ contracts (Hybrid Firm‑Fixed‑Price/Labor‑Hour) with a 120‑month ordering period plus a 60‑day transition. The contractor must provide 24/7 secure custody, food service, armed transportation, medical support (for non‑IHSC sites), facility management, maintenance, security systems, legal and religious access, and full compliance with ICE, ACA, PREA, and other federal standards. Proposals are submitted in two phases – a Phase 1 readiness screening (due 09/11/2026, extended to 09/14/2026) and a Phase 2 technical/price proposal (estimated 09/18/2026). Awards will be based on best value, not lowest price.
