Description

The National Aeronautics and Space Administration (NASA) is seeking comments on a draft Request for Proposal (RFP) for the Space weather Observations at L1 to Advance Readiness (SOLAR) Series X-ray Irradiance Sensor (XRIS). The principal purpose of this requirement is to design, analyze, develop, and fabricate two flight X-Ray Irradiance Sensors that will monitor X-ray flares that may cause changes in the Earth's ionosphere. The contract will have a total period of performance of approximately eight years from the contract effective date. • The X-ray irradiance measurement is a high availability product, which is one of the National Weather Service's highest priorities for space weather observations. • The continuation of these observations is essential for space weather predictions and the creation of actionable warnings for the protection of critical infrastructure spanning multiple national sectors—aviation, commerce, energy, space exploration, and defense. • Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches.

Budget estimate

$50,000,000 – $200,000,000

The budget for this contract is likely to be substantial, given the complexity and duration of the project. The contract will have a total period of performance of approximately eight years, and it involves the design, analysis, development, and fabrication of two flight X-Ray Irradiance Sensors. Considering the scope of work and the fact that it is a Firm Fixed Price and Time and Materials contract, the budget could be in the range of $50 million to $200 million. This estimate is based on the assumption that the contract will require significant resources and expertise in aerospace product manufacturing, and the budget will need to reflect the costs of design, development, fabrication, and testing of the X-Ray Irradiance Sensors.
