UMass System - Facilities Condition Assessment Consultant

The University of Massachusetts System is issuing an RFP for a qualified consultant to perform a comprehensive Facility Condition Assessment (FCA) across all five UMass campuses and the President’s Office. The contractor will inspect, evaluate, and document the condition of each building, produce condition‑rating reports, develop lifecycle cost estimates, and deliver the data in a secure portal for use in capital‑planning and budgeting. The award will be a firm‑fixed‑price, lump‑sum contract with a term of approximately three years, beginning July 1 2027. • Assess >300 buildings (≈ 25 M sf) spanning Amherst, Boston, Dartmouth, Lowell, Worcester campuses and associated facilities. • Deliver standardized condition ratings (using UNIFORMAT II), repair/replace cost estimates, and a searchable data repository. • Provide quarterly progress meetings, annual presentations to the Board of Trustees, and comply with extensive insurance, non‑collusion, diversity, and Massachusetts state regulations. • Submit a single lump‑sum price; contract term ~3 years (July 2027 – June 2030) with possible extensions at UMass’s discretion. • Mandatory submission via Jaggaer BuyWays portal; all bidders must be registered on the UMass Supplier Portal (free).
