Comprehensive Assessment of the Finance Department

The Town of Nantucket is seeking a consultant to conduct a comprehensive assessment of its Finance Department. The assessment should include an evaluation of operational processes, internal controls, and system utilization, as well as recommendations for improvement. The consultant should have experience in Massachusetts municipal finance law and best practices in finance department management. The project is expected to last 9 months, and the consultant should provide a detailed project plan, organizational and staffing assessment, operational and process review, legal compliance assessment, and benchmarking report. • The Town of Nantucket has a General Fund budget of $165 million and an All-Funds budget of $250 million. • The Finance Department performs all traditional municipal finance functions, including accounting, assessing, treasury, collections, budget, capital, payroll, and grant management. • The consultant should have experience with municipal finance organization assessments and knowledge of GFOA best practices. • The consultant should provide a comprehensive final report and implementation roadmap. • The Town of Nantucket is an Affirmative Action/Equal Opportunity Employer.
