The New York City Department of Design and Construction (DDC) is issuing a city‑wide Requirements Contract (RC) for engineering design and related services to support both non‑complex and complex infrastructure projects across all five boroughs. Up to eighteen qualified engineering firms will be awarded standing contracts that allow the City to issue individual Task Orders over a four‑year base term (approximately 1,460 days). Firms must demonstrate the capacity to handle at least five simultaneous Task Orders, meet extensive personnel qualifications (including Project Managers, Senior Engineers, Landscape Architects, Sustainability Managers, etc.), and comply with M/WBE participation and community‑hiring goals. The solicitation is a Request for Qualifications (RFQ); the response deadline is May 11 2026, with questions due by April 20 2026. A pre‑proposal conference was held virtually on March 19 2026 via Microsoft Teams.
• Scope: Full‑service engineering design (pre‑design, topographic surveys, final design, capital scope development, environmental, and related services) for citywide infrastructure projects.
• Contract Structure: Requirements contract with a $60 million total not‑to‑exceed ceiling for all Task Orders; individual Task Orders are awarded on a rotation (non‑complex) or mini‑RFP (complex) basis.
• Requirements: Minimum staffing per title, audited overhead rate or financial statements, payroll register submission within three business days of request, and pre‑approval of all key personnel by the Commissioner.
