Description

The City of Davenport is seeking proposals from qualified nonprofit organizations, veterinary providers, or animal welfare agencies to implement a Trap-Neuter-Return (TNR) program for community cats within city limits. The selected organization(s) will provide services including humane trapping, veterinary care, return and colony management, data collection and reporting, and community outreach and education. Proposals will be evaluated on experience and qualifications, project approach, cost effectiveness, and data and reporting. • The TNR program aims to reduce the community cat population and shelter intake rates. • The City will reimburse the selected organization(s) for eligible services performed under this program monthly until funds are exhausted. • The contract may be terminated with 30 days' notice. • The City reserves the right to accept or reject any or all proposals in whole or in part.

Budget estimate

$85,000 – $340,000

The budget for this contract is not explicitly stated, but based on the services required, it can be estimated that the City will reimburse the selected organization(s) for eligible services performed under this program. The cost of spay/neuter surgery, vaccinations, and other services will likely be in the range of $50 to $200 per cat. With an estimated 1700 cats in FY 2025, the total cost for the program could be around $85,000 to $340,000 per year. However, this is a rough estimate and the actual budget will depend on the number of cats served and the cost of services provided. Factors that may influence the likely payment range include the number of cats served, the cost of services provided, and the funding available to the City.
