Description

The City of Hagerstown Light Department (HLD) is seeking qualified firms to design, supply, install, and operate a Behind‑the‑Meter (BTM) Battery Energy Storage System (BESS) at a 34.5‑kV substation. The RFP calls for pricing on three capacity options (two 4 MWac units, one 8 MWac unit, or two 8 MWac units) and includes two service‑agreement structures: Capacity & Availability Guarantees and Peak‑Clipping Guarantees. Bidders must submit a Notice of Intent by October 6 2026 and answer any questions by October 2 2026. Full proposals are due October 30 2026. The project aims to support HLD’s transmission peak‑management objectives. • BESS interconnection to 34.5 kV bus at a local substation. • Three sizing alternatives: 8 MWac total, 8 MWac single, or 16 MWac total. • Service models: capacity/availability guarantees and peak‑clipping guarantees. • Mandatory Notice of Intent submission (Oct 6) and question deadline (Oct 2). • Final proposal deadline: Oct 30 2026, 5 PM EST. • Project intended to enhance peak‑shaving and grid reliability for Hagerstown.

Budget estimate

$5,000,000 – $20,000,000

A utility‑scale BESS of 4‑16 MWac typically costs between $1 M‑$1.5 M per MW for equipment, installation, and commissioning, plus additional service‑agreement fees. Assuming the higher‑end 16 MW configuration, total project value could range from roughly $5 M (smaller 4 MW option) to $20 M (full 16 MW system with long‑term service contracts). Factors influencing the final amount include the chosen capacity option, the scope of performance guarantees, site‑specific civil work, and any ancillary software or monitoring services.
