Sources Sought - HHS OCIO Vendor Management Support Services

The U.S. Department of Health and Human Services (HHS) is seeking information from qualified small businesses to provide program and project management support to establish, operate, and mature a Vendor Management Office (VMO) focused on the management of software vendors and licensing agreements within HHS. The VMO will support the Department by providing centralized oversight of software licensing agreements, enhancing vendor performance management and accountability, improving cost management, transparency, and optimization of software investments, ensuring compliance with Federal Acquisition Regulation (FAR), HHS policies, and licensing terms, and supporting enterprise-wide standardization and strategic sourcing initiatives. • Provide program and project management support to establish, operate, and mature a Vendor Management Office (VMO) • Manage the full lifecycle of software licensing activities across HHS Operating Divisions • Develop and maintain a forward-looking renewal schedule for all licensing agreements • Conduct assessments of licensing needs, usage trends, and market conditions to support renewal and negotiation strategies • Provide monthly reports and program deliverables • Develop and maintain documented processes for software licensing and vendor management activities
