DCY-C-2627-0076 Regional Child Wellness Campus

The Ohio Department of Children and Youth is seeking proposals to establish Child Wellness Campuses (CWCs) across the state to serve children and youth identified as being at risk of entering agency custody. The selected contractor will provide short-term treatment and support services, with the goal of keeping youth in their home communities and reducing trauma. The contractor must be licensed as a CWC or be actively working with DCY to obtain such a license, and must also hold a license as a Children's Residential Center or Group Home. The contract term is from the award date through June 30, 2027, with possible renewal. Key requirements include providing a timeline for addressing each requirement, ensuring at least 10 CWC beds are available by January 1, 2027, and meeting the no eject/no reject requirements of the agreement. • The target population includes children and youth who are not placed in licensed residential settings and are instead spending one or more nights in unlicensed settings. • The contractor must establish a Regional Advisory Committee and ensure timely access to individual and family therapy. • The contractor must also ensure youth are referred for timely assessments and make referrals within three business days of identifying a need. • The contractor must document the percentage of youth connected to care or service coordination at admission and discharge. • The contractor must convene the child and family team within 48 hours of admission and incorporate youth voice and choice into treatment and discharge planning.
