Description
This solicitation establishes a Master Agreement for the supply of NCR brand paper to Kentucky Correctional Industries, primarily for the Luther Luckett Correctional Complex. Vendors must submit an electronic bid through Kentucky’s eProcurement system, entering a nominal $0.01 unit price; actual pricing and discount percentages are provided on a separate bid sheet. The contract is initially for one year with the option to extend up to four additional two‑year periods, subject to performance and mutual agreement. Evaluation is based on a “best‑value” scoring system that awards points for discount percentage, total catalog price, and delivery time. Vendors must be registered in the Commonwealth’s Vendor Self‑Service system, provide required certifications, and comply with Kentucky resident‑preference and recycled‑content regulations. Delivery must be FOB destination, and late deliveries incur a 1 % per day penalty.
