Description

The National Institute of Standards and Technology (NIST) is issuing a sole‑source notice of intent to relocate a Thermo Fisher Scientific Scios 2 Focused Ion Beam‑Scanning Electron Microscope (FIB‑SEM) within its Gaithersburg, MD campus. The contractor must de‑install, transport, re‑install, and verify the instrument to factory performance specifications, providing all labor, equipment, warranty, and training required. The effort is limited to a single instrument and must be completed on‑site with coordination through NIST’s Contracting Officer Representative (COR). • De‑installation of the Scios 2 FIB‑SEM from its current lab. • Transportation and re‑installation in a new lab on the same floor of the same building. • Performance verification and acceptance testing to meet original factory specs. • Provision of a one‑year warranty covering parts, labor, and travel. • Delivery of any required hardware (MCP gate module) and integration with existing CAMECA LEAP 4000 X‑Si instrument. • On‑site training for up to three NIST users and submission of all required documentation. • All work to be performed under FAR Part 12 (commercial items) and NIST security requirements.

Budget estimate

$200,000 – $500,000

The relocation of a high‑value, precision scientific instrument such as the Scios 2 FIB‑SEM typically involves specialized labor, custom rigging, travel, warranty coverage, and on‑site testing. Based on comparable instrument relocation contracts (often ranging from $150 k to $600 k depending on travel distance, equipment value, and warranty terms), a reasonable estimate for this effort is between $200,000 and $500,000. Factors influencing the final amount include the distance between the two labs (both on the same floor, minimizing travel costs), the need for manufacturer‑specific tooling and expertise, and the one‑year warranty and training components.
