Description
The Town of Flower Mound is seeking qualified firms to join a two‑year approved vendor list for professional material testing services across a variety of municipal infrastructure projects (roadway, water, wastewater, storm sewer, trails, etc.). Firms must submit a Statement of Qualifications (SOQ) that includes company information, relevant experience, personnel qualifications, insurance, and required certifications. The selection will be based on firm ability, experience, location, references, and overall fit (total weighting 100%). Once approved, the firm will be asked to provide unit‑cost proposals for specific tests on a per‑project basis, with the Town awarding individual test contracts as projects arise. No public bid opening; questions due 10/12/2026; final SOQ due 10/29/2026.
• Scope: Concrete, mortar, asphalt, soil‑additive mix designs, compressive strength, density, gradation, moisture‑density, etc.
• Evaluation: 40% firm ability, 30% experience, 20% location, 10% references.
• Contract length: 2‑year qualification period; individual test orders as needed.
• Required submissions: Completed certification form, conflict‑of‑interest questionnaire, current Certificate of Insurance, and all SOQ materials in PDF via IonWave portal.
• Mandatory compliance: Texas insurance minimums, conflict‑of‑interest filing, and adherence to ASTM/AASHTO standards.
