The University of Maryland Global Campus (UMGC) is seeking multiple, non‑exclusive IT staff‑augmentation contractors to supply qualified IT professionals on an on‑shore, remote, or offshore basis. Contractors will respond to ad‑hoc staffing requests (PSRs) by providing candidate resumes, hourly rates, and compliance documentation. The contract is a 3‑year firm‑fixed‑price arrangement with two optional one‑year extensions, and it includes mandatory Maryland Living‑Wage and MBE participation requirements (minimum 3.5 % of total contract value by MDOT‑certified MBEs). Proposals must be submitted in two separate files (technical and price) via the Bid Locker portal, with a strict deadline of 11:00 AM ET on Dec 4, 2025.
• Provide on‑site, remote (U.S.) or offshore IT staffing for up to 38 labor categories (e.g., AEM developer, AWS security engineer, Salesforce specialist, QA analyst, etc.).
• Submit fully‑loaded hourly rates for each labor category; rates locked for the contract term, with limited annual adjustments (≤5 %).
• Meet mandatory MBE participation (3.5 % of contract value) and Maryland Living‑Wage requirements; include required affidavits and insurance certificates.
• Deliver quarterly usage reports, maintain security/compliance standards, and replace under‑performing resources at no additional cost.
