The University System of Georgia (USG) is issuing a system‑wide, multi‑category e‑RFP to establish enabling agreements for campus commerce, payments, digital identity, and student refund disbursement services across its 25 public colleges and universities. Suppliers may respond to one, two, or all three independently awardable categories, with up to two awards per category. The contract will be a 12‑month base term beginning 1 July 2027, with optional one‑year renewal options (four or nine renewals at USG’s discretion). Solutions must integrate with existing enterprise systems (Workday, Banner, PeopleSoft, etc.), meet stringent security, privacy, PCI‑DSS, NACHA, WCAG, and U.S. data‑residency requirements, and be scalable across institutions without forcing replacement of compatible legacy systems. All pricing is to be submitted exclusively on the Cost Worksheet; no pricing may appear elsewhere.
• Three award categories: (1) Campus Integrated Payments & Commerce, (2) Campus Card & Digital Identity, (3) Student Refund Disbursement Services.
• Mandatory technical and compliance questions; a “No” on any mandatory question disqualifies the supplier for that category.
• Required certifications and attachments include E‑Verify affidavit, trade‑secret affidavit, cyber‑risk questionnaire, functional response workbook, insurance, and tax‑compliance forms.
• USG will invite up to three top‑scoring suppliers per category for a 7‑day notice presentation.
