Annual Contract for Rubber Glove and Sleeve Testing & Inspection

Bryan Texas Utilities (BTU) is seeking a qualified vendor to provide an annual, recurring service that includes cleaning, inspection, dielectric testing, marking, documentation, pickup, and delivery of rubber insulating gloves and sleeves used by BTU personnel. The contract covers quarterly testing of approximately 1,000 glove pairs (≈2,000 individual gloves) and semi‑annual testing of four sleeve pairs. The vendor must also supply replacement glove pairs on a as‑needed basis, adhering to ASTM D120 and OSHA 29 CFR 1910.137 standards. Key requirements include: • Quarterly pickup from BTU warehouse (2301 Fountain Ave., Bryan, TX) and return of tested items within 10 business days. • Complete cleaning, visual inspection, electrical testing (AC/DC as appropriate), durable non‑conductive marking, and electronic reporting (PDF + spreadsheet) within 2 business days of return. • Provide per‑pair pricing for Class 0 gloves, Class 2 gloves, and sleeves; include replacement‑glove pricing (not used for bid evaluation). • Maintain calibration records, appropriate laboratory accreditation, and liability insurance (minimum $2 M CGL, $1 M auto, $1 M workers’ comp). • Contract term is one year with up to four optional one‑year renewals; price escalation capped at 3 % or CPI, whichever is lower.
