Financial and Management Consultant Services

The St. Johns County Utility Department is seeking a consultant to provide financial and management consulting services. The consultant will be responsible for designing and implementing user charges, developing long-range financial plans, and providing financial reports and analysis. The scope of work includes services such as financial modeling, asset management, and development of financial management structures. The exact nature and magnitude of the services will be defined at the time of task order award. Key services to be performed by the consultant include: • Design and implementation of user charges and service fees for water, reclaimed water, and wastewater • Development of a long-range financial plan and model to forecast rates and expenses • Financial reports and analysis associated with debt financing • Development of financial models for utility purchases and capital financing • Development of financial management structures, policies, and processes within the utility department
