The State of Oregon’s Department of Early Learning and Care is seeking a qualified consultant to perform a comprehensive scoping analysis for a statewide child‑care and preschool enrollment software platform. The effort will define functional and non‑functional requirements, assess integration and data‑migration needs, evaluate feasibility of merging multiple early‑learning programs, and produce project‑management, resource‑management, and change‑management plans. Deliverables include a business case, solution analysis with financials, gap analysis, detailed requirements documentation, stakeholder registry with RACI, oversight artifacts, and a readiness assessment. The work is to be completed under a firm‑fixed‑price ceiling of $650,000, with travel costs included, and must be finished by April 2027.
• Conduct stakeholder engagement (up to 16 hubs) and produce functional/non‑functional requirement specs.
• Perform integration, data‑migration, and feasibility assessments for OPK, PSP, BP, ERDC, and HS programs.
• Deliver project‑management, resource‑management, and organizational change‑management plans, plus oversight Level 3 artifacts and a final readiness assessment.
• Provide a detailed business case, market research, and solution analysis with cost modeling.
