Description

The New Jersey Department of Children and Families (DCF) is seeking qualified providers to deliver one‑to‑one support services for youth (age 0‑<21) with developmental disabilities who attend state‑funded summer day camps or alternative recreational sessions during the summer of 2026. Providers must supply dedicated staff (either BA/BS‑qualified or high‑school‑qualified with experience) who will be physically present with each youth for up to 7 continuous hours per day, for a maximum of 10 camp days or 20 alternative sessions (or a hybrid). Services are reimbursed at $7.69 per 15‑minute unit. The solicitation is an RFQ; providers already on the Qualified Provider list who have confirmed participation for 2026 are exempt from responding. • Target population: youth with developmental disabilities, ages 0‑<21, residing at home with a parent/guardian and attending DCF‑qualified summer programs. • Service model: 1:1 support staff on‑site for up to 7 hours daily; max 10 camp days or 20 ARS sessions (or hybrid). • Staff qualifications: Option A – BA/BS + 1 yr supervised experience; Option B – HS diploma/GED + 3 yr experience; all staff must pass background checks, TB test, and be ≥18 years. • Compensation: $7.69 per 15‑minute unit (15‑min = 1 unit); same rate for all staff levels; fee‑for‑service, contingent on DCF appropriations. • Administrative requirements: pre‑response conference (Oct 29), AOR form (Nov 12), full response (Nov 19); mandatory attendance at one camp‑billing training; invoicing within 90 days of service delivery; incident reporting, compliance with abuse‑reporting, HIPAA, Danielle’s Law, etc. • Required submission package: two PDFs (Section II and Section III), three letters of support, organizational chart, policies, statements, plus AOR form.

Budget estimate

$20,000 – $100,000

The reimbursement rate is $7.69 per 15‑minute unit. Assuming a provider serves an average of 20 youth, each receiving the maximum 7 hours per day for 10 camp days (28 units per day × 10 days = 280 units per youth), total units = 5,600. At $7.69 per unit, the maximum potential reimbursement is about $43,000. Providers may serve fewer youth or fewer days, so a realistic range could be roughly $20,000 (smaller volume or partial days) up to $100,000 (multiple providers, higher youth count, hybrid camp/ARS mix). Factors influencing the budget include the number of authorized youth, actual service days delivered, and whether the provider offers both camp and alternative recreational sessions.
