Description

The City of Lynchburg is seeking vendors to provide weather‑related emergency services, primarily snow and ice removal and post‑storm debris cleanup. Contractors must supply a range of equipment (plows, de‑watering pumps, dump trucks, backhoes, etc.) and be ready to mobilize on short notice when the City calls for assistance. The contract will be awarded on a “lowest responsive bid” basis, with the City retaining the right to select multiple vendors from an awarded list based on equipment availability and proximity. Bids must include hourly standby, mobilization, and working rates for each piece of equipment, and the City will pay only for actual services rendered, with specific invoicing and reporting requirements (Field Weather Emergency Journal, payment application by the 1st of the following month). The solicitation includes detailed terms, conditions, and compliance requirements (e.g., licensing, insurance, non‑discrimination, tax exemption). • Scope: Snow/ice plowing, de‑icing, snow hauling, and debris removal after weather events. • Equipment list: 4”/6” de‑water pumps, 4x4 trucks with plow, backhoes, bobcats, dump trucks (with/without plows), loaders, pressure washers, etc. • Pricing: Hourly standby (½ working rate), mobilization (2 hrs per piece), working rates (full hour). Rates must cover operator labor, fuel, maintenance, insurance, etc. • Contract type: Competitive sealed bidding; multiple vendors may be awarded. • Submission: Online via city portal; deadline 10 Oct 2026 3:00 PM. • Pre‑bid meeting: 17 Sept 2026 10:00 AM (virtual). • Contact: Will Ruberry, Contract Specialist.

Budget estimate

$150,000 – $600,000

The contract will pay hourly rates for a wide array of heavy equipment plus standby and mobilization fees. Assuming a modest winter season (≈30 days of active work) with an average of 5 pieces of equipment operating 8 hours per day at a blended rate of $150 / hour, plus standby and mobilization costs, the total annual spend could range from roughly $150,000 for a small fleet to $600,000+ for a larger, fully equipped vendor. Factors influencing the final amount include the number and type of equipment supplied, the frequency of weather events, and the negotiated hourly rates.
