Description
This solicitation calls for a non‑personal services contract to provide propane fuel and propane‑tank leasing services at two U.S. Army Corps of Engineers water‑resource facilities in Washington State – Howard Hanson Dam (HHD) and Mud Mountain Dam (MMD). The award will be a base‑year contract with four one‑year options, totaling up to five years of service. The contractor must deliver propane on a scheduled basis (bi‑weekly in winter, monthly in summer) and maintain/lease the required tanks, ensuring rapid response (within 48 hours) for any additional deliveries. Payments are made on a firm‑fixed‑price basis for fuel volume received and for tank lease rates. Small‑business set‑aside requirements apply (WOSB, HUBZone, SDVOSB, etc.).
• Provide propane deliveries to HHD (1 owned 500‑gal tank) and MMD (1 owned 500‑gal tank plus 4 leased tanks – three 500‑gal, one 250‑gal).
• Follow delivery schedule: Oct‑Mar – every 2 weeks (13 deliveries at HHD, 11 at MMD); Apr‑Sep/Oct – monthly (6 deliveries at HHD, on‑call at MMD).
• Lease tanks for MMD as specified; ensure nozzle compatibility.
• Submit invoices for actual gallons delivered; partial payments authorized.
• Contract period: 28 Sep 2026 – 27 Sep 2031 (base year + 4 options).
