2025-27 RFP Pre‐Construction and Construction Management at Risk Services for Doral Central Park Parking Garage & Recreation Area

The City of Doral seeks a qualified firm to act as both Pre‑Construction Manager and Construction Manager at Risk (CM‑AR) for the design‑assist, permitting, cost‑control, scheduling, and construction of a new multi‑level parking garage and adjacent recreation building in Doral Central Park. The contractor will develop a detailed pre‑construction plan, coordinate BIM models, manage subcontractor selection, secure permits, and ultimately deliver the project under a Guaranteed Maximum Price while adhering to sustainability (FGBC) and safety standards. • Deliver comprehensive pre‑construction services: design review, value‑engineering, cost estimating, schedule development, safety and quality plans. • Assume CM‑AR responsibilities: procure subcontractors, obtain permits, manage on‑site construction, maintain schedule, control costs, and provide post‑completion warranties and as‑built documentation. • Complete the project within an ~18‑month timeframe, keep the park open during construction, and achieve an estimated construction cost of about $33.75 M under a GMP contract.
