Description
The East Bay Municipal Utility District seeks a qualified firm to conduct a one‑year, external, independent audit of the Owner’s Dam Safety Program (ODSP) for the Lower Mokelumne River Project (FERC Project 2916). The audit must verify compliance of the district’s Dam Safety Program Guide with FERC requirements, identify gaps, and deliver a final report for FERC submission by January 1 2027. The effort includes document review, site visits to Camanche and Pardee dams, interviews with key personnel, draft and final reporting, a final presentation, and monthly progress reporting.
• Review all project documentation (inspection reports, DSSMP, training records, Emergency Action Plan, etc.).
• Conduct on‑site inspections and stakeholder interviews at the two major dams in Valley Springs, CA.
• Produce a draft report (Nov 13 2026) and a final audit report (late Nov 2026) meeting FERC “Guidance for ODSP External Audits”.
• Provide monthly progress reports, a final presentation, and three hard‑copy binders of the final deliverable.
