Description

This Funding Opportunity Notice (NOFO) invites pre‑selected applicants to apply for grants that support emergency and transitional shelter and housing for victims of domestic violence *and* their companion animals (including pets, service animals, emotional‑support animals, and horses). The goal is to enable domestic‑violence shelters that currently prohibit animals to expand services so victims can stay with their animals, thereby removing a major barrier to seeking safety. Funding is discretionary, with up to five awards and a total estimated funding pool of $2.2 million; each award may be up to $600,000. Recipients must be eligible “invited applicants” as defined by the Office for Victims of Crime. • Grants are for FY 2026, open Sep 22‑23 2026 (one‑day window). • Up to five awards; ceiling $600,000 per award, total $2.2 M. • Funds may be used for shelter modifications, pet‑care facilities, staff training, veterinary services, and transitional housing for victims and animals. • Applicants must be organizations that already operate or plan to operate domestic‑violence shelters and can demonstrate capacity to manage animal‑care components. • No cost‑sharing required. • Submission is electronic via the OVC portal; only invited applicants may apply.

Budget estimate

$100,000 – $600,000

The NOFO indicates a total estimated funding pool of $2,200,000 for up to five awards, with a maximum award ceiling of $600,000. Assuming a typical distribution, awards could range from modest pilot grants (~$100,000) to the full ceiling. Therefore, a realistic budget range for a successful applicant is roughly $100,000 to $600,000, depending on project scope, organizational capacity, and the amount of animal‑care services proposed. Larger, multi‑site shelters with comprehensive pet‑friendly infrastructure are likely to receive amounts nearer the upper end, while smaller or single‑site programs may receive lower amounts.
