Traffic Counting Service FY26 IDQ

The City of Norfolk is seeking proposals from qualified professional engineering firms to provide traffic counting services on an as-required basis. The services may include field data collection, turning movement counts, automatic vehicle counts, speed studies, pedestrian counts, bicycle counts, and vehicle classification studies. The City intends to enter into an annual, renewable agreement with the selected firm. The proposal should include the professional qualifications of the project team, profile of the firm's principals, staff, and facilities, and previous experience with similar types of projects. The City encourages small businesses and businesses owned by women and minorities to compete for the contract. • The selected firm will be required to provide services on an as-required basis. • The firm will be required to submit traffic data in the Universal Traffic Data Format (UTDF). • The firm will be required to complete projects within 45 days, with progress meetings scheduled at intervals of no greater than 30 days for longer projects. • The firm will be required to make available its time, equipment, and expertise during emergencies. • The firm will be required to execute an anti-collusion statement and comply with the City's ethics in public contracting provisions.
