Description

The Ohio Department of Transportation seeks a qualified developer to design, supply, construct, install, commission, operate, and maintain a network of direct‑current fast‑charging (DCFC) electric‑vehicle charging stations across the state. The contract will be structured as a public‑private partnership (P3) with a five‑year operations and maintenance period, and funding will be provided under the National Electric Vehicle Infrastructure (NEVI) Formula Program, covering up to 80 % of eligible project costs. Proposers must submit detailed technical proposals, price proposals, and required administrative documentation, and must demonstrate compliance with Buy‑America, NEPA, and other federal and state regulations. • Minimum of 2 and maximum of 10 candidate sites per proposer, each site requiring at least four ≥150 kW DCFC ports with CCS‑1 connectors. • Full turnkey delivery: design, permitting, utility coordination, civil construction, EVSE hardware procurement, installation, testing, acceptance, and five‑year O&M. • Funding split: NEVI contributes up to 80 % of eligible costs; proposer must cover at least 20 % (whole‑number percentage). • Mandatory compliance with Buy‑America waiver (U.S. final assembly, >55 % U.S. component cost after 1 Oct 2024) and all related regulatory requirements.

Budget estimate

$2,000,000 – $6,000,000

No contract value is disclosed, but typical NEVI‑funded DCFC stations cost roughly $150,000–$250,000 per charging port. Assuming each site has 4 ports (minimum) and a proposer offers 10 sites (40 ports), total eligible cost could range from $6 M to $10 M. With the NEVI contribution capping at 80 %, the reimbursement to the proposer would be approximately $4.8 M–$8 M, while the proposer’s 20 % contribution would be $1.2 M–$2 M. Therefore, a realistic budget range for the contractor is estimated between $2 M and $6 M, depending on the final scope, number of sites, and negotiated costs.
