North Santa Rosa Station Area Specific Plan Update

The City of Santa Rosa is seeking a qualified planning/consulting firm to update the North Santa Rosa Station Area Specific Plan and complete the required CEQA environmental review for a 987‑acre transit‑oriented district centered on the SMART rail station. The effort includes community engagement, condition assessments, land‑use and circulation alternatives, a preferred‑alternative package, a full specific‑plan document, CEQA analysis, and supporting General‑Plan and zoning amendments, with an overall schedule that must meet the MTC TOC adoption deadline of July 1 2027. • Conduct kickoff, community‑engagement strategy, and outreach materials. • Produce condition‑assessment reports, market‑demand analysis, affordable‑housing strategy, GIS maps, and land‑use/circulation alternatives (minimum two). • Deliver a draft and final Specific Plan, CEQA documents, and required General‑Plan/Zoning amendments, and support public‑review hearings.
