The City of San Diego is seeking a qualified consultant to provide on‑call, hourly airport planning and environmental services for its two general‑aviation airports under three separate “as‑needed” contracts (H2326256, H2326257, H2326457). The work will be performed on a task‑order basis and covers a broad range of planning, regulatory compliance, and environmental consulting activities. • Airport land‑use, master‑planning, Layout Plan (ALP) updates, and FAA/State compliance (FAR 77, TERPS). • NEPA/CEQA documentation, biological assessments, hazardous‑materials handling, storm‑water (SWPPP) and spill‑prevention (SPCC) plans, wildlife‑hazard management, and remediation studies. • Project feasibility, public outreach, community‑involvement surveys, and representation before regulatory agencies. The contract runs for five years, with a ceiling of $3 M per contract (up to $9 M total), and requires compliance with City EOCP goals, FAA DBE/minority/female participation targets, and Davis‑Bacon prevailing‑wage rules.
