The State of Vermont Agency of Human Services is seeking proposals from qualified organizations to establish a shared human resources information system (HRIS) for Vermont healthcare providers. The purpose of this subrecipient grant opportunity is to invest in the development of a unified HRIS that will centralize core human resources functions, including benefits administration, payroll, recruitment, onboarding, licensure tracking, and compliance. • Shared HRIS Technology Implementation: Acquire and implement a secure, HIPAA-compliant, shared HRIS platform that meets current federal standards for security and interoperability.
• Supporting Capabilities: Implement related hardware, system integration, and cybersecurity infrastructure necessary for shared HRIS service delivery.
• Technical Assistance and Training: Provide technical assistance and training related to technology selection and implementation, workflow integration, cybersecurity and risk management, and privacy, security, and regulatory compliance.
• Operational Readiness and Service Activation: Integrate shared HRIS services into routine operations and ensure staff readiness to deliver virtual care.
The grant period is anticipated to extend from August 1, 2026 through September 30, 2027, for a period of 14 months. Year 1 funds must be fully spent by September 30, 2027.
