The City of Portland is seeking proposals for wildfire risk reduction fuel mitigation and removal services. The project aims to reduce wildfire risk by creating defensible space around homes in the Wildland-Urban Interface (WUI) and improving forest and ecosystem health. The selected vendor will collaborate with Portland Fire & Rescue (PF&R) to identify, collect, and dispose of wildfire fuels, including invasive plants and downed limbs. The vendor will also develop fire resiliency plans, including invasive species removal and the planting of fire-resistant native understory species. Key responsibilities include:
• Collecting and refining landowner data
• Developing contact strategies for landowners
• Collaborating with PF&R to develop fire resiliency plans
• Identifying, collecting, removing, and disposing of invasive species and woody debris
• Taking before and after photographs of each property
The project will focus on properties within the City's Wildfire Hazard Zones, with an estimated 980 acres needing wildfire fuel mitigation. The vendor will be required to comply with federal regulations pertaining to the use of federal grant funds and to provide all required safety training for employees.
Some of the key considerations for this project include:
• Proficiency in fire preparedness ecological restoration work, Pacific Northwest native plant ecology, and invasive species identification
• Familiarity with the Firewise Community Program
• Ability to comply with federal regulations pertaining to the use of federal grant funds
• Commitment to providing all required safety training for employees
• Ability to work with landowners to develop fire resiliency plans and to replant areas with fire-resistant native plants
