Request for Information (RFI) TPI Direct-to-Manufacturer Prescriptions

The Texas Pharmaceutical Initiative (TPI) is seeking information from entities regarding the direct-to-manufacturer purchase of prescription pharmaceuticals. The goal of this RFI is to collect information on respondents' prior experience with contracting directly with government entities or employer-sponsored health plans for the purchase of prescription pharmaceuticals, gauge interest in future direct-to-state or state health plan contracting for the purchase of prescription pharmaceuticals, and assess opportunities for net-cost or value-based pharmaceutical purchase agreements. Some key points to consider: • The RFI is focused on employee and retiree health plans and should not be construed as a possible replacement for any current purchasing arrangement through Medicaid, CHIP, programs administered by HHSC, and/or correctional managed care. • Respondents are asked to provide detailed responses to the questions contained in the attached Questionnaire. • Responses must be recorded in the Excel spreadsheet enclosed and submitted via e-mail to TPI's designated point-of-contact. • The deadline for submission is April 03, 2026, by 10:30 a.m. Central Time.
