Description
The City of Los Angeles Department of Cannabis Regulation (DCR) seeks a qualified vendor to provide a modern, secure, and adaptable Commercial‑Off‑The‑Shelf (COTS) or Software‑as‑a‑Service (SaaS) solution that will manage cannabis licensing, compliance monitoring, and enforcement activities. The solution must be web‑based, integrate with existing city financial and permitting systems, support automated workflows, and include implementation, training, and ongoing support services. The contract term is up to three years with two optional one‑year extensions, and the award is expected in January 2027.
• Provide a COTS or SaaS cannabis licensing, compliance, and enforcement platform
• Configure and integrate the system with the City’s financial and permitting applications
• Deliver implementation services, data migration, user training, and post‑go‑live support
• Meet security, accessibility (ADA), and city ordinance requirements (e.g., Living Wage, BIP)
• Submit a single PDF response via email by 10 a.m. PT on 8 Oct 2026; attend the mandatory proposers conference on 27 Aug 2026
