Description

The Iowa Department of Administrative Services is seeking qualified contractors to perform a comprehensive steam‑valve and piping re‑fit in Building 20 of the Mount Pleasant Correctional Facility. The work includes demolition of existing pressure‑reducing valves, fabrication and installation of a new steam PRV station and 4‑inch steam header, installation of relief piping, valve and isolation assemblies, piping supports, water‑heater tie‑ins, and re‑integration of existing steam back‑feed. All work must comply with applicable codes, be fully tested and commissioned, and the contractor must provide as‑built documentation and a one‑year warranty. • Demolition, removal, and proper disposal of existing steam valves, piping, and actuators. • Fabrication of a 4‑inch steam header with six 2‑inch threaded outlets, new PRV station, relief line, and associated supports per Siemens drawing. • Complete testing, commissioning, and delivery of as‑built drawings, data sheets, O&M manuals, and a commissioning report, with a one‑year warranty covering all workmanship and materials. • Substantial completion required by September 30, 2026; contract award and work start expected mid‑to‑late August 2026. • Mandatory bid security and performance bond required; net‑60 payment terms with 10 % retainage.

Budget estimate

$150,000 – $250,000

Based on the extensive scope—demolition, custom steel fabrication, installation of a new PRV station and steam header, full testing/commissioning, and one‑year warranty—the contract is likely to fall in the mid‑six‑figure range. Similar institutional steam‑system retrofits in Iowa typically range from $150 K to $250 K depending on material costs, labor rates, and the need for specialized welding and testing. Therefore, a reasonable estimate is $150,000 – $250,000. Factors influencing the final amount include the exact length of pipe runs, the quantity of custom‑fabricated components, travel and mobilization costs to the correctional facility, and any unexpected site conditions discovered during demolition.
