Cleaning of Sanitation Tanks

The U.S. Navy Norfolk Naval Shipyard is seeking a small‑business contractor to clean three shipboard sanitation (CHT) tanks in two separate performance windows. The work includes taking over tanks after the Navy’s blow‑down, pumping residual sludge, installing temporary covers on one tank, performing air‑tightness testing, providing 24‑hour manhole coverage, handling and disposing of all waste off‑site, and complying with extensive safety, environmental, and security requirements. The contract is a firm‑fixed‑price, 100 % small‑business set‑aside (including HUBZone, SDVOSB, WOSB, EDWOSB) and requires the contractor to obtain NNSY installation access badges before the first performance period. • Scope: Clean San Tank 1, ACR holding tank (pier‑side) in Oct‑Dec 2026; clean San Tank 3 (dry‑dock) in Apr‑May 2027. • Requirements: 24‑hour staffing, waste transport/disposal, temporary cover installation, certification by a Navy‑provided marine chemist, adherence to eSPEC items (175‑01‑001, 176‑01‑001, etc.). • Constraints: No on‑site waste disposal; over‑board discharge pumps unavailable; must meet DBIDS badge and security clearance procedures; all work must be performed under strict confined‑space and radiological safety controls.
